When using tools on components that are at risk from electronic discharge (ESDS - electro static discharge sensitive devices), the relevant standards and regulations (e.g. IEC TR 61340-5, DIN EN 61340-5, SP Method 2472) require controlled discharge of electrical charges through the handles of such tools.
